This can be caused by a number of issues. Here are a couple of things you can check:
Make sure you have selected a local folder that you have “write access” to. For example, if you are on an Apple Mac and you’re trying to download a file with the “/” root folder selected, you’ll probably get this error.
Make sure you’re not trying to download the file to overwrite an existing local file that you have opened in a different window.
